Marshall Doke was described in 2007 by Lawdragon Magazine, a leading lawyer-ranking publication, as "the Nation's top government contract lawyer," and in 2011 as having "an unrivaled tandem of trial skills and government contracts mastery." He was included in the 2006 through 2011 editions of Lawdragon's 500 Leading Lawyers in America (including all practice areas). Mr. Doke was described in 2008 in another international lawyer-ranking publication, Chambers USA, as a "legend of the profession," and he was recognized in Chambers USA from 2006 through 2011 as one of the "senior statesmen" of the government contracts bar. In 2012, he was listed in Texas Super Lawyers. Mr. Doke has testified as a government contracts expert before committees of both the U.S. Senate and House of Representatives.
In 2005, Mr. Doke was appointed by the Administrator of the Office of Management and Budget's Office of Federal Procurement Policy to the Acquisition Advisory Panel composed of recognized experts in government acquisition law and policy and charged with studying the federal procurement system and making recommendations for improvement (the report is available on the Acquisition Advisory Panel’s website). Mr. Doke also was appointed in 2007 by Chief Judge Edward Damich to the U.S. Court of Federal Claims Advisory Council. In 2011, he was named chair of the American Bar Association’s Audit Committee after having been elected to a new three-year term on the Committee by the ABA Board of Governors.
Mr. Doke represents clients in litigating and counseling with respect to all types of federal, state and local government contracts in matters such as claims, disputes, procurement protests, changes, breach of contract, suspension and debarment, contract interpretation, contract terminations, fraud, defective pricing, cost accounting standards, and Medicare and Medicaid claims, as well as issues related to small businesses, the Foreign Corrupt Practices Act, the Buy American Act and the False Claims Act.
